The mutation of venezuelan socialism: analysis of the anti-blockade law and law of special economic zones

Abstract

Currently chavism in Venezuela has entered a new stage where it seeks the definitive consolidation of its government model. For this reason, it has made economic controls more flexible to try to alleviate the country's critical situation a little, without neglecting political control. Consequently, it has chosen to promulgate an Anti-Blockade Law (2020) and another Law on Special Economic Zones (2022) to try to grant privileges to certain sectors in order to promote private investment. Political ties are essential to achieve such benefits. The objective of this work is then to analyze the proposed anti-blockade law and Special Economic Zones law proposed by the government. The documentary analysis and synthesis method was used. It is concluded that although these laws grant fiscal and administrative benefits, and open the door to new privatizations and investments, the State continues to have an important intervention and does not abandon the centralized planning of the economy.
