Constitutional reform 2025 - What for? To consolidate our democracy

Abstract

In Tucumán, the possibility of a constitutional reform has been raised. Several political parties—from Peronism to La Libertad Avanza—have submitted proposals addressing issues in the political system as well as their own partisan agendas, with substantive reform proposals that vary in degree from socialism to liberalism. In this paper, I argue that political parties should seize this reformist momentum but focus solely on matters concerning the institutional political system. Specifically, they should advocate for eliminating or limiting electoral alliances, punishing clientelistic practices, establishing random ad hoc courts with electoral jurisdiction, limiting the resources of the legislature, and creating a public ethics education program. These measures are essential for strengthening democracy. Expending energy on partisan issues—such as whether to lower taxes or protect the environment—means squandering the opportunity to implement a legitimate political reform.
