The road to parity: Analysis of female participation in the conformation of parliaments in Peru and Bolivia

Abstract

The investigation addresses the scant progress of parity in Peru, affecting the formation of the last Congresses of the Republic. A comparison was made with Bolivia, a country known for its progress in parity. This is how the question arose: Why has parity made little progress in the Peruvian electoral political reform process compared to Bolivia? It was possible to demonstrate the shortcomings linked to the little progress of parity in Peru. Among them: a regulatory framework that is neither integrative nor transversal; little political interest in supporting parity as a value for the Peruvian electoral system; and a weak role of political parties as a space to promote and guarantee women's participation. This work is qualitative, based on normative comparison with a matrix and contextual with a bibliographic review. An understanding of the state of parity in Peru is expected.
