ASSESSMENT OF THE CONGRUENCE OF THE DESIGN OF THE NATIONAL ENVIRONMENTAL POLICY 2030 (PERU) WITH THE POLITICAL IDEOLOGY OF ENVIRONMENTALISM

Abstract

Due to the achievements of the National Policy of Environment to 2030 (PNA2030), during the COVID-19 pandemic, and the necessity of having political ideologies as a framework for political actions, the first’s congruency with the second will be evaluated, in general terms; and, in specific terms, the congruency of branches of the first will be evaluated with the second. To do that, first, we will present the conceptual framework, defining the elements to be analyzed (political ideologies, environmentalists’ political ideologies, Peruvian national policies, design of Peruvian national policies and the design of the PNA2030); second, we will present the methodology framework, that will show the design and method (interpretivist and observation of cases of the congruency type 1), the data used (theories from cited bibliography and documents from the Government of Peru), the units of analysis (3 dimensions for the environmentalist’s political ideologies and 5 for the PNA2030), and the analysis procedure (comparison of the presented dimensions); third, we will present the results, of the comparison of the branches of environmentalist’s political ideologies with the dimensions of PNA2030; and, forth, we will give some commentaries about the encountered results, taking into account the objective of this article, and the used methodology framework.
